Page 39: "On behalf of its toll payers, MTA raises the question of whether it is equitable that this incremental burden falls entirely on MTA's paying customers and not at all on the tax-paying residents of the Commonwealth (or users of the non-tolled Central Artery and CANA). MTA's communications with its customers leads it to conclude that users of the tolled portions of the Metropolitan Highway System are aware that they will be required to subsidize costs for non-tolled roads that they, in some instances, do not use. MTA considers this a major equity issue that contravenes the equitable policy that underlies MTA's toll system: the user-fee concept for toll roads."
